BOMA Statement on the DOE-EPA Energy Star Transition Plan

The Building Owners and Managers Association (BOMA) International supports the Energy Star Transition Plan issued jointly by the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Energy (DOE) on August 28, 2026. The plan provides important details on how the Energy Star program and Portfolio Manager will transition from EPA management to DOE oversight while maintaining continuity for the millions of users who rely on these tools.

Earlier this year, following the announcement of the transition, BOMA communicated its support for moving the program's operation and management to DOE, while emphasizing that continuity of service, institutional knowledge transfer, and uninterrupted access for users must remain top priorities. The newly released Transition Plan provides greater detail regarding how federal agencies intend to achieve those objectives.

Commercial real estate owners and managers across the United States rely on Energy Star Portfolio Manager to measure, benchmark, and manage building energy performance. In many jurisdictions, Portfolio Manager data also plays an important role in compliance with local energy benchmarking and disclosure requirements. BOMA members therefore have a strong interest in ensuring that the transition is orderly, transparent, and protective of user data.

BOMA is encouraged by the plan's emphasis on continuity of operations, transparency, and accountability throughout the transition process. The inclusion of milestones and implementation activities will help stakeholders track progress and better understand how the program will continue to serve building owners, managers, and other users in the years ahead.
